With assistance from the Region XII council of Governments, Greene County has developed the 2008 Greene County Comprehensive Plan. Planning assesses the current conditions in an area and identifies strengths to build upon and weaknesses to improve. It also sets out an implementation program that specifies when actions are to be taken.
On January 13, 2011, the Greene County Board of supervisors adopted a zoning ordinance.
On April 6, 1978, the City of Jefferson, Iowa and Greene County Board of supervisors adopted a joint airport tall structure zoning ordinance.
